Lithium battery shipping by air is the single most-regulated category of consumer cargo. Get it wrong and you face cargo refusal, financial penalties, and in extreme cases, carrier blacklisting that can stop all your air shipments for months. This guide demystifies the four UN classifications, the packaging rules, and the practical channels available from China.
The Four UN Classifications
IATA recognizes four distinct lithium battery classifications based on chemistry and packaging:

The "contained in" variants (UN3481, UN3091) are easier to ship than the "pure" variants (UN3480, UN3090). If you can ship the device with the battery installed, do that — you'll save 30–50% on freight cost.
Watt-Hour Thresholds
For lithium-ion batteries (UN3480 / UN3481), the regulatory burden depends on watt-hour (Wh) rating:
- Under 100 Wh per cell, under 100 Wh per battery: Section II (lighter restrictions). Most consumer electronics fall here.
- 100–160 Wh per battery: Section IA (stricter). Power tools, e-bike batteries.
- Over 160 Wh per battery: Full DG (dangerous goods) shipping. Limited to cargo-only aircraft. Significantly more expensive.
Check your battery's Wh rating on the product label. If you can't find it, calculate as Volts × Amp-hours.
Packaging Requirements
IATA Section II requirements (for most consumer products):
- Each cell and battery must be of a type that has passed UN 38.3 testing.
- Cells and batteries must be packaged in inner packaging that prevents short circuits and contains them.
- Inner packagings must be placed in strong outer packaging.
- Outer packaging must bear the lithium battery handling mark.
- Net quantity per package: max 5 kg of cells/batteries, max 10kg total for installed devices.
For the packaging itself, you need either UN-spec certified boxes (4G or 4GV) or — for Section II only — sufficiently strong corrugated cardboard with sufficient cushioning. We recommend UN-spec for any shipment to be safe.
Required Labels and Markings
Every carton containing lithium batteries must have:
- Lithium battery handling mark (red diamond with lightning bolt, white border)
- UN number (UN3480, UN3481, UN3090, or UN3091)
- Emergency phone number for shipper
- Shipper's declaration for dangerous goods (DGD form) for Section IA/IB shipments
Section II shipments (most consumer goods) require only the handling mark and UN number — no DGD form. This is the regulatory difference that makes Section II so much cheaper to ship.
Carrier Channels From China
Different carriers handle lithium batteries differently:

For pure battery shipments (UN3480/3090) above Section II thresholds, you must ship on freighter-only routes. Most consumer-targeted carriers don't accept these on belly-cargo flights.

The 3 Most Common Mistakes
- Shipping without UN 38.3 certification: Required for all lithium batteries. Without it, no carrier will accept the cargo. Get this from your battery supplier before ordering.
- Mis-declaring "battery" as "general cargo": Customs and security systems flag battery products via X-ray. If declared incorrectly, the shipment is detained, fined, and the shipper may be blacklisted.
- Mixing Section IA/IB batteries with Section II in same shipment: Different sections have different rules. They cannot be combined without a full DGD declaration.
